The regular council meeting was called to order by Mayor Jay Branson. All members present.
MINUTES: Minutes from the March 2 2026 meeting read and approved.
PUBLIC COMMENT: Members of Hope Services were in attendance as Mayor Branson read a proclamation declaring March Developmental Disabilities Awareness Month.
Also, in attendance was resident Kevin Kutzli voicing his concern over not being able to get in contact with the Mayor when he needs to. Mayor Branson said he received his message and tried to call the number that he left but was unable to get through. Mayor Branson added the Zoning Inspector also tried to contact him since the issue was Zoning related and he was unable to get through on the number left as well. Mr. Kutzli said this includes the recent power outage, Mayor Branson said power outages are Toledo Edison and the Village has no involvement with that. Mr. Kutzli added that landlords should be contacted when tenants have their water shut off. Mayor Branson told him that is a Board of Public Affairs issue and he should attend their next meeting in April. Mayor Branson asked Mr. Kutzli what he wanted to discuss and he said he has an apartment, the person that is supposed to move in has already sold their house and the apartment has a lot of damage from the previous tenant. He would like permission for this person to stay in a camper behind the property until the repairs can be made to the apartment. After much discussion, Councilman Brown made a motion to allow this person to stay in their camper for no more than 60 days, seconded by Councilwoman Bennett. All members voted yes by roll call vote.
Mayor Branson told Council that Brad had contacted Kylie, she is not sure if she is able to come back this summer or not. Mayor Branson added if she does not come back we will need to advertise for summer help.
Mayor Branson told Council that the current Portable PA System we have won’t keep a charge on the battery. He would like permission to order a new one, in hopes to have it by the end of March for the Easter Egg Hunt. Councilwoman Bennett made a motion for him to spend up to $300, seconded by Councilwoman Miller. All members voted yes by roll call vote.

NEW BUSINESS:
UTILITIES: Mayor Branson told Council there was a misunderstanding about the GIS program. He said the Board did not approve and they would like for Council to pay a portion as Brad may be able to use it for Storm Sewers and Streets. There will be another demo next week and we should have more information at the next meeting.
STREETS AND SIDEWALKS: Spring Clean Up was scheduled for Thursday April 30 from 8-5, Friday May 1 from 8-5 and Saturday May 2 from 9-2
SAFETY:
PARK: Mayor Branson told Council that Brad applied for an extension for the Capital Budget Grant and it was extended to December 31.
CEMETERY:
ZONING: Councilwoman Bennett told Council the Zoning Committee has discussed changing the Zoning Ordinance to allow chickens but not roosters. She added she doesn’t think this is a good idea as there are people in town who breed and sell the chicks. She said this is an agricultural town and we should keep it that way. The matter was tabled as the zoning meeting for tonight was cancelled due to no quorum and there won’t be another meeting until May.
FINANCE: Ordinance 1-26 creating a Special Assessment fund (9902) was read. Councilwoman Bennett made a motion to pass as an emergency, seconded by Councilwoman Alexander. All members voted yes by roll call vote. Councilwoman Bennett made a motion to pass Ordinance 1-26, seconded by Councilman Smith. All members voted yes by roll call vote.
PAY BILLS: Councilwoman Alexander made a motion to pay the bills, seconded by Councilwoman Bennett. All members voted yes by voice vote.
