The regular council meeting was called to order by Mayor Jay Branson. All members present.
MINUTES: Minutes from the March 16 2026 meeting read and approved.
PUBLIC COMMENT: Mayor Branson told Council that Kylie would not be returning for summer help this year. He said that he along with Jake and Brad met with Evan Smigelski. Brad said he is going to college and has some experience with landscaping and such. Council approved hiring Evan.
OLD BUSINESS: Mayor Branson told Council that he had spoken to Paul regarding the lawsuit. Paul said the lawsuit has been settled as it was an error in the legal description. The property owner has asked for the chain and stop sign to be removed so she may access her property. Mayor Branson said it has been moved back to where our property starts.
Reminder that Spring Clean Up has been scheduled for Thursday April 30 from 8-5, Friday May 1 from 8-5 and Saturday May 2 from 9-2.
NEW BUSINESS:
UTILITIES: Jake told Council that we had received a grant for $157,146.72 to locate lead service lines. He said last week they met with the engineer Arcadis and the company that will be digging up the lines. He added they are sending a team out on April 27 to scout the area. They will come back May 18th to start to pothole areas in question. He said they will pothole roughly 140-150 services to verify what is on the Village side as well as the customers, they will then refill the hole. When they are done they will send us a report that we can use to submit to the EPA. Jake said they may ask to come into the home to verify, they will be sending letters informing residents if needed.
Jake told Council that the employees met with the company for the GIS mapping. He said the Board was interested at their meeting but wanted to know if Council would assist in paying. Jake said the program will be heavily used by the water department and some for sanitary sewer, Brad said he would be interested in using it for the Storm Sewer. Kris suggested splitting the cost ½ water, ¼ sewer, ¼ storm sewer. Councilwoman Bennett made a motion to pay the storm sewer portion, seconded by Councilwoman Alexander. All members voted yes by roll call vote.
STREETS AND SIDEWALKS: Brad had a couple quotes from Premier Patching for some spray patching one on East Wabash by the trailer court for $860.85, one for a section that had been cut out by the trailer court entrance for $735.85 and one for Fairview Drive from Maple Street to Briarcliff for $735.85. Brad told Council he isn’t sure what happened to cause the cut out by the trailer court, he said it may be right on the property line but he doesn’t recall the Village cutting it out. Brad added he could use cold patch on the Fairview but he isn’t sure how long it would last. Councilwoman Bennett made a motion to spray patch East Wabash for $860.85 and Fairview for $735.85, Councilman Brown. All members voted yes by roll call vote with Councilwoman Alexander abstaining.
Brad told Council he was contacted by a resident on East and Lincoln Streets regarding his basement drain backing up. Brad said it looks like it may be connected on the other side of Lincoln Street, he added that he found plans and looks like the line was replaced in 1994 or 95. Brad told Council he thinks an ordinance needs to be made saying who is responsible for what similar to what the water and sewer has. Mayor Branson told Brad to check with a few more local Village to see how they handle the storm sewer. Council thought we should dig it up and see what is going on and decide from there.
Brad had a quote from Jack Doheny Company for repairs on the Vactor. He told Council this is just an estimate as they have not looked at the equipment, they are just going off what Brad has told them and the pictures he has sent. Brad said the maximum amount to diagnose is $1,000 the quote for the pump rebuild is $23,957.22. Councilwoman Alexander asked if there was a warranty on the rebuilt pump. She would also like to know how much a new pump is and what kind of warranty would a new one have. Councilwoman Bennett agreed that she would also like answers to these questions. All thought the matter should be tabled for now and an emergency meeting can be held if necessary.
Brad also had a quote from Hill Asphalt to paint the stop bars in the area of Damascus and Maple for $392.00. Councilwoman Alexander made a motion to have the work done, seconded by Councilman Smith. All members voted yes by roll call vote.
SAFETY: Councilwoman Bennett would like the speed radar sign moved to East Cherry Street.
PARK:
CEMETERY: Councilwoman Alexander told Council the Cemetery Board would like the signs changed to read All decorations will be removed April 1st and November 1st. Councilwoman Bennett made a motion to make the change, seconded by Councilman Smith. All members voted yes by roll call vote.
ZONING: Councilwoman Bennett told Council the zoning meeting last month was cancelled. What did they want to decide about roosters? Council decided that she should go back to zoning and see what criteria they want or just to limit the number of roosters. Council would like more information.
FINANCE:
PAY BILLS: Councilwoman Alexander made a motion to pay the bills, seconded by Councilwoman Bennett. All members voted yes by voice vote.
