The regular council meeting was called to order by Mayor Jay Branson. All members present.
MINUTES: Minutes from the February 2 2026 meeting read and approved.
PUBLIC COMMENT: Mayor Branson told Council that Brad said the baler for cardboard at the recycling center is broken. Brad pulled the motor to see if it can be fixed, if so it will probably take a couple of weeks. He added, if it needs to be replaced it could be between $500 and $1,000.
Mayor Branson told Council that Brad applied for a grant for a Salt bin, the grant is for $75,000 the cost of the bin is $75,261 so it will only cost the Village $261. It isn’t an actual building just something to store the salt to keep it out of the elements and from dissolving into the ground.
OLD BUSINESS: Mayor Branson updated Council on the lawsuit from Creager Lane. He said that he and Brad walked back there and found three survey pins. Comparing the survey with the map on the Henry County Engineer GIS website it looks as though the property being disputed, isn’t ours so he is really unsure what property is in question.
NEW BUSINESS:
UTILITIES: Mayor Branson told Council that Jake said the Board of Public Affairs is looking at a GIS program. The programs will tell them where mains and valves are to make them easier to find. He said Jake will talk about it more at the next meeting.
STREETS AND SIDEWALKS: Mayor Branson told Council the crossover that was done last year at the end of East Street by East Maple Street is sinking on the West side. He said the contractor is going to come out and repair it when the weather breaks.
SAFETY: Mayor Branson told Council the ADA mats at some of the crosswalks need repair. He said Brad will go around when the weather breaks to see what he can do to repair them.
PARK: Mayor Branson said there is a meeting tonight with the youth baseball coaches. He will have more information at the next council meeting.
CEMETERY: Councilwoman Alexander gave Council an update on a recent Cemetery Board meeting. She said some things that were talked about were changing the dates of decoration removal to either September 22 and March 20 or April 1 and November 1. Council thought the April 1 and November 1 would be easier for people to remember. She added it was brought up that an ORC code states that a cemetery needs to be fenced in. Mayor Branson looked it up and it looks like there is something for cemeteries but not in municipalities. Mayor Branson said we should check with Paul to make sure. Among discussion was also some trees, mainly along the north drive, it was discussed taking out every other one. She said she had spoken to Brad and they are small enough we should be able to do them ourselves. Councilwoman Alexander added they discussed Wet & Forget or D2, these are both something that could be used to clean up the grave monuments. She said a couple years ago, it was approved to buy some but it was never bought and nothing more was done about it. She said it would need to be sprayed 48 hours before a rain, but unsure if it needs to be over a certain temperature before it can be sprayed. They are also in need of another member for the Cemetery Board. Another meeting will be held in the future.

PAY BILLS: Councilwoman Alexander made a motion to pay the bills, seconded by Councilwoman Bennett. All members voted yes by voice vote.
