The regular council meeting was called to order by Mayor Jay Branson. All members present.
MINUTES: Minutes from the June 3 2026 meeting read and approved.
PUBLIC COMMENT: Kris received a donation request from Northwest State. All Council agreed to not donate at this time.
OLD BUSINESS:
NEW BUSINESS:
UTILITIES: Jake told Council that the bulk water machine we bought in 2022 has been having problems the last several months. He said the screen will freeze and they will have to go out and reboot it. He said there is also an app that can be used on your phone instead of the touch screen, but some times that doesn’t want to work either. Jake contacted the company and the machine has been discontinued and they do not make parts for it. He was told it sounds like the hard drive is going out in it. Jake added he contacted a company that Norwest Water and Sewer District uses for their bulk water. He said it’s roughly $8,062 and $740 for yearly support. He would like to get some more quotes and take to the BPA before a decision is made.
STREETS AND SIDEWALKS:
SAFETY: Councilwoman Alexander asked if there had ever been a program to pick up branches and brush after a storm? Mayor Branson said this can be discussed at the next meeting when Brad is here.
PARK: Mayor Branson had a request from the Friends of the Park to install a motivational sign and rocks. The kids paint the rocks and put them next to the sign. Council agreed to have the sign placed at the park.
Councilman Brown had a picture from Steward Park. He said there are spike sticking up through some of the mulch. Mayor Branson told him to send the picture to Brad so he can get it taken care of.
CEMETERY: Ordinance 3-26 Changing the dates and what would be cleaned up had a 3rd reading. Councilman Brown made a motion to pass, seconded by Councilwoman Alexander. All members voted yes by roll call vote.
ZONING: Councilwoman Bennett told Council the Zoning Board is not trying to ban chickens but if someone has a complaint about a rooster the owner would be requested to get rid of the rooster. Also, shed’s were discussed. Currently if it’s portable no permit is needed. Mark said more and more every shed is portable, there is a fee for an accessory building under 120 square feet so there is a charge, we just need to start charging for them.
FINANCE: Kris asked to move $2,000 from General Motor Vehicle to General Refuse O/M. Councilwoman Alexander made a motion to move the funds, seconded by Councilman Smith. All members voted yes by roll call vote.
PAY BILLS: Councilwoman Alexander made a motion to pay the bills, seconded by Councilwoman Bennett. All members voted yes by voice vote.
GENERAL: Councilman Brown made a motion to go into executive session to discuss the Cybersecurity with EK, seconded by Councilwoman Alexander. All members voted yes by roll call vote.
Councilwoman Bennett made a motion to come out of executive session, seconded by Councilman Smith. All members voted yes by roll call vote.
